This whole verse is Nephi's explaining to Laman Lemuel and others that the gulf between the great and spacious building and the tree of life and the filthy water in that gulf are the depths of hell for those who sin and die in their sins. They are cast off, they cannot be saved unless they use their agency to repent and come unto Christ and accept of his mercy, extended through his atonement.
