In the Book of Mormon we learn that the Lord will punish those who were once righteous and have turned wicked by brining other wicked people to war against them. When the Nephites lost their way and became wicked they were punished by the Lamanites. In this section it seems to me that this is what is happening to Jerusalem and the people of Judah. Ephraim went to battle against Jerusalem because they had lost their way and became wicked.
I'm not too confident in this as I don't always understand Isaiah very well.
