As the Lord hastens his work we can see the first principles and ordinances of the gospel as the milestones that must be accomplished with each individual in their order. Help others to faith first. Let faith lead to repentance. Per this verse none who are brought to repentance will want to forgo baptism. With baptism they will hunger after the gift of the Holy Ghost.
The question will naturally lead. How do we help someone to faith? Alma 32 is always a great start with helping others to faith. The Book of Mormon prophets knew that this was so important. Look at how Nephi always used stories from Moses and other prophets of the past to inspire faith in his brothers. Hearing the word of God, especially about Jesus Christ will lead to faith in Christ. The Holy Ghost's purpose is to testify of the Son. If we are careful in teaching of Father and Son faith will develop. As people have faith and learn more about the Son of God, they will want to repent. They may not even fully understand why, but they will know it is right and long after it.
