I'm not sure I have any understanding around these verses of Isaiah, but two simple little thoughts that coincide are related to the fact that the covenant people, 'lawful captives', are the children adopted into the Abrahamic covenant, the covenant people of the Lord. The children of the desolate. The gentiles of the latter days that accept the gospel are these lawful captives.
