Laban was a wicked man and Nephi knew it. The cross-reference here leads us to three words in the Topical guide, 'Wicked/Wickedness, Justice, Punishment'. There were a lot of references for the Wicked. It seems clear that when the Lord has given a person many opportunities to repent and they continue to seek after wickedness, especially where it affects many other trying to do what is right. He will punish or even destroy that person (or nation).
