2 Nephi 2:15 And to bring about his eternal purposes in the end of man, after he had created our first parents, and the beasts of the field and the fowls of the air, and in fine, all things which are created, it must needs be that there was an opposition; even the forbidden fruit in opposition to the tree of life; the one being sweet and the other bitter.
People, beasts, and fouls of the air, are all important parts of his creation. Notice that the other aspects of the creation are not mentioned, but I think when they speak of the heavens and the earth I think those are referencing the other days of the creation: forming the earth, the land and the water, exposing the lights in the sky (sun, moon, stars), and of course all of the plant life to beautify and feed the earth and the heavens (oxygen producing)
