What a strange phrase. Circumcision obviously did occur in Nephi's day. But would he have thought to speak of circumcision of the heart? The only cross reference takes us to the New Testament which Nephi would not have had.
I'm not sure I fully understand the meaning of the phrase. If I had to guess I would say that circumcision of the heart is in reference to dedicating ourselves to a gospel focus.
