The reference teaches us that this means the covenant people. I am grateful for the baptismal covenant I have made and the access it gives to the Gift of the Holy Ghost. In this covenant I proclaim my 'willingness' to keep the commandments, and not any kind of perfected ability. And as long as I continue to be willing to keep it I receive His aid to continue to live by that covenant.
In another reference to this verse Nephi tells us that Isaiah saw the Lord as he has seen him. In that feeling I imagine they were shown Jesus in His ministry helping the Jews to be freed from their sins, because they had already made covenants with him. In Jesus' day they must have believed that verses such as these meant that he would free then from the Romans.
